A.     Responsibilities

The Finance Officer

  •   Ensures effective implementation and coordination of the financial management, contract issues and procedures in accordance with GIZ Processes and Rules (P+R) as well as specific standards procedures defined by GIZ Pakistan or the project
  •   Works and coordinates all financial and contractual matters with colleagues in the four provinces of implementation, GIZ Country Office and HQ
  •   Collaborates with and advises the team members and partners on financial aspects
  •   Regularly reports issues regarding financial administration and compliance without delay and proposes viable solutions 

The Finance Officer performs the following tasks: 

B.     Tasks 

1.     Accounting

  •   Prepare accounting on the basis of WINPACCS cash/ bankbook
  •   Prepare and control monthly program journal / financial report
  •   Period accounts and bank reconciliation vouchers
  •   Prepare vouchers for bookkeeping and indicate their cost classification and internal project coding
  •   Submits monthly report to GIZ Pakistan Country Office and GIZ HQ
  •   Responsible to follow up the Third Parties Receivables (TPR) 

2.     Financial Services

  •   Manages the program bank account and bank transactions
  •   Monitors income, expenditure and the monthly bank reconciliation
  •   Monitors accounts (payables, receivables) and reports regularly to Team Leader, AV and Finance Manager in HQ
  •   Checks request for funds before realization
  •   Verification on cash book vouchers
  •   Preparing budget calculation for project activities
  •   Quality assurance of procurement documents
  •   Ensure tax processing in accordance with the national law and submission of tax documents to vendors/contractors and CO 

3.     Internal Control

  •   Checks the vouchers and receipts submitted by the project/components for completeness and allocation to cost units and categories and correct these where necessary
  •   Advises on financial aspects of projects/components
  •   Prepares and follows up internal controls in accordance with GIZ’s internal controlling manual 

4.     Financial Reporting to the Client

  •   Prepare and support the financial reports/invoices to the EU Delegation in close coordination with Financial Manager in HQ
  •   Filing of all Incidental vouchers and invoice relevant vouchers in DMS
  •   Prepare quarterly and 6 monthly incidental expenditure 

5.    Budget monitoring of local project costs and Incidental costs

  •   Preparation of budgets for activities and budget monitoring
  •   Budget monitoring of local project costs
  •   Monitoring and follow up of Incidental costs / activity costs
  •   Handling On-site reporting including internal coding and monthly budget report to Team Leader, AV and Finance Manager in HQ 

6.     General Support

  •   General support to Team Leader and Finance Manager in HQ if needed regarding tasks such as internal control planning and hosting, quarterly plan/actual comparisons, preparation of planning and prognosis, budget monitoring
  •   Collating, preparing and interpreting reports, budgets, accounts, commentaries and financial statements
  •   Undertaking strategic analysis and assisting with strategic planning
  •   Liaising with managerial staff and other colleagues 

7.     Other duties/additional tasks

  •   Assist the programme staff in installing, using and updating ICT technologies and computer applications
  •   Performs other duties and tasks at the request of management 

C.     Required qualifications, competences and experience 

Qualifications

  •   University degree in economics, finance/accounting and auditing or related discipline 

Professional experience

  •   At least 8-10 years professional experience in project finance and administration in international development organisations in Pakistan 

Other knowledge, additional competences

  •   Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications, MS Office; good command over Excel
  •   Good knowledge of accounting software
  •   Good management, communication and problem-solving skills
  •   Fluent in Urdu and English (oral and written)
  •   Confidential handling of data and information
  •   Well organized, punctual, reliable and service-oriented
  •   Ability to work efficiently and independently under pressure and considerable time constraints
  •   Willingness to undertake official travel when required
