About PPAF

Pakistan Poverty Alleviation Fund (PPAF) is the lead apex institution for community-driven development in the country. Set up by the Government of Pakistan as an autonomous not-for-profit organization, PPAF enjoys facilitation and support from the Government of Pakistan, The World Bank, International Fund for Agricultural Development (IFAD), KfW Entwicklungs bank (Development Bank of Germany) and other statutory and corporate donors. PPAF aims to be the catalyst for improving the quality of life, broadening range of opportunities and socio-economic mainstreaming of the poor and disadvantaged, especially women. As an intermediary wholesaler, PPAF funds multi-sector civil society as well as private sector organizations through a network of more than 100 Partner Organizations across the country. The core programmatic units of PPAF deliver a range of development interventions to strengthen the institutional capacity of civil society organizations, and support the creation of organizations of the poor, that can work together to alleviate poverty and achieve MDGs at the grass root level. Externally commissioned independent studies have demonstrated positive outcomes and impact of PPAF interventions on the lives of benefiting communities related to their economic output, household incomes, assets, agricultural productivity skills, other quality of life indices and disaster management.

Background and Rationale for this Consultancy

To support the organizations mission for inclusive and sustainable development, PPAF works with a range of actors including partner organizations, local support organizations, community-based organizations and community members to implement different programs and projects. One of the most important functions that PPAF plays for all these stakeholders is capacity building. To that end, PPAF has developed a number of subject-specific capacity building programs for different stakeholders including the Common Interest Groups (CIGs), Naukriya Karobar (NyK) Centres, Loan Centres and Youth Centres as well as members of the community. As PPAFs programs grow and become more nuanced the need to develop additional and updated training modules grows. To that end, PPAF requests the services of a Module Design Individual Consultant who can provide the organization with a range of services suitable to design and development of quality, experiential training material for a semi-to-non-literate audience.

Consultancy Objectives

  • To provide quality module design and development services.
  • To translate provided training modules into local languages i.e. Urdu, Sindh etc.
  • To use visuals and other learning aids to convert relevant learning material into suitable mediums for semi-literate audiences.

Scope of the Consultancy

The individual consultant is expected to provide the following services to PPAF as and when required by the organization:

  • Design and implementation of Training Needs Assessments (TNA) for relevant beneficiary populations. In addition to development of all relevant tools, the consultant is expected to provide on ground technical support for TNA implementation at the field level. At the end of the TNA phase, the consultant is expected to work with PPAF to clarify and finalize learning objectives, content requirements and target audience profile for each desired module.
  • Module Development in collaboration with PPAF Subject Specialists. The consultant is expected to provide the following sets of expertise to support the module design process: instructional development, graphic design and layout, illustration and visualization as well as multi-lingual translation. An effectively designed training module must include: step-by-step Trainers Manual, well-developed Participant Handbook, Posters and/or Power point Presentation as well as all required Teaching and Learning Aids for effective delivery.
  • Responding to grassroots need, PPAF may engage and partner with different international stakeholders to use existing or develop new module for beneficiaries. In this context, PPAF would expect the consultant to provide Translation, Upgrading Localization Services. In addition to translation into all regional languages (Urdu and Sindhi), the consultant will also be expected to localize and culturally adapt content with appropriate examples, terminology and revised visuals/illustrations (as required).
  • At the end of each assignment, the consultant is expected to conduct a Training of Trainers program for relevant PPAF staff members and Master Trainers to transfer the understanding of developed module as well as all relevant implementation details.
  • Following the handing over of any training program, the consultant is expected to provide Technical Support which may include: observing pilot programs to identify and make necessary changes, edit/alter visuals and illustrations for further clarity as well as improve the Trainers Manual by adding additional instructions/reference material etc.

Deliverables:

Depending on the requirements of each specific assignment, the consultant may be expected to provide any of the following deliverables:

  • Training Needs Assessment Report specifying recommendations for Module Design
  • Module Outlines clearly identifying key content and methodologies to be used
  • Training Module (Trainers Manual, Participant Handbook, Teaching Learning Aids)
  • Localized Training Material (depending on the assignment)

Training Event Reports including the following:

  • Event Proceedings (with pictures)
  • List of Participants
  • Attendance sheets;
  • Participant Feedback
  • Trainers Recommendations
  • Technical Support Report (capturing the support provided to PPAF over the designated period)
  • Detailed end-of Consultancy Report
  • Any other deliverable mutually agreed upon at the beginning of the assignment.

PPAF and Consultants Responsibilities

PPAF Responsibility:

  • Facilitation in linking consultancy with POs
  • Facilitation in demand articulation of communities through POs
  • Provision of Subject Expertise (as and when required) to support the instructional design process
Responsibility of Individual Consultant
  • Execution of all work as per stated the scope of the assignment and in line with the methodology agreed during project initiation.
  • Emphasis would be given to timely achievements targets laid down under the heading of deliverables

Qualifications

  • Masters Degree in Social Sciences or Business Administration
  • Minimum of 8 10 years of proven expertise in designing and implementing experiential training programs for a semi to non-literate audience;
  • Demonstrated expertise in the following key areas:
  • Instructional Design Content Development for Training Module
  • Graphic Design Layouts
  • Visualization and Illustration
  • Translation
  • Deep understanding of local socio-economic context
  • Adequate and appropriate logistic capabilities, and resources available to perform the job as subcontracted;

Source of funds

  • This consultancy will be charged to PPAF III

Schedule

  • After consultation with PPAF, a detailed work plan will be developed.

Duration

  • The assignment is to be completed within a span of four months including reporting and documentation

Institutional Arrangements and Reporting:

  • The selected consultant will report to the Head of Program Implementation unit LEED group, who will be supported by Provincial managers.
